That’s a good question. My first guess is that, at the margin, congestion pricing would everybody, but especially the poor, to mass transit. More holistically, I’d be inclined to solve for infrastructure funding as its own problem and then give dollars to the poor and let them spend it as they wish, whether on congestion pricing or something else. But that gets into public policy questions well beyond the scope of this blog.
