Usually a self-driving car will operate with a map that includes the speed limit for each stretch of road the vehicle is on, although if it’s up the vehicle’s designers to determine what to do if the speed limit on the map does not match the speed limit posted on a sign that the vehicle observes.

Most companies program self-driving cars to drive at safe speeds, so if they need to go slower than the speed limit they will do that. As to whether they will exceed the speed limit to go with the flow of traffic, again that depends on the vehicle designers.
